Each candidate can initially take the exam up to two times.  If the second attempt is failed, the candidate must wait 6 months and then may re-apply for the exam.  The candidate must pay the application fee again, plus the exam fee (published here: https://howtohigg.org/higg-fem-verification-program/#section5)
