For SLCP to rigorously ensure the quality of Verifier Bodies (VBs) and the integrity of the SLCP program, VBs are assessed on several different factors. Factors include, but are not limited to, adherence to relevant policies and procedures, VB systems check at onboarding, Verifier training, review of VB internal quality controls and controls on individual Verifier performance.

These Quality Assurance (QA) activities on VBs and their Verifiers result in an overall VB score, which is updated on an ongoing basis. The overall VB score is translated into a risk-based scale with three different levels of risk:

  • Level 1 Risk (lowest risk)
  • Level 2 Risk
  • Level 3 Risk (highest risk)

The Integrity Oversight Program is a three-strike system. If a VB’s scoring places them at Level 3 risk more than twice, a VB will be immediately suspended. When entering Level 3 for the first time, the VB has to participate in three QA activities. The QA activities offer the VB the opportunity to improve their score. However, if their score does not improve this can lead to suspension. Once suspended, a VB will no longer be able to conduct SLCP activities for a 12-month period, and their status will be communicated publicly on the SLCP VB list. The VB can appeal a suspension.


If a VB enters Level 3 risk for the first or second time, VBs are immediately placed on probation and specific QA actions are undertaken by the Verification Oversight Organization (VOO) and paid for by the VB. Results from those QA activities will determine if the VB will be suspended or if the probationary status will be lifted.  Any placement in Level 3 risk status results in one strike remaining on the VB’s record.

If a VB is placed at Level 2 risk, the VB will be notified of the issues resulting in the low score. The VB is not expected to undergo probationary QA activities but can choose to do so to improve their scores more quickly.


When a VB is at Level 1 risk, the VB does not receive any notification, but the VOO will continue to monitor the VB closely and may occasionally add risk-based QA activities (e.g., Shadow Verification).
